Fencing is considered “minor works” in the construction industry.
Most fencing projects undertaken do not need a Development Application submitted to the Council. However, there are rules to qualify these projects as “exempt” development.
EXEMPT DEVELOPMENT
Fences can be constructed without the need for any planning approval in the following land-use zones:
• residential zones
• rural and environmental protection zones
• business and industrial zones.
Fences can also be constructed without planning approval if they meet specific height and material restrictions.
Boundary fences 1800mm high
Front fences 1200mmhigh and 20% transparent

Heritage overlay and Heritage-listed properties.
Armidale, Uralla - most towns, in fact - have what are called Heritage overlays (zones) and Heritage-listed properties.
These zones may require a Development Application for minor works, particularly front fences and fences in front of the building line. Local councils look to preserve the character of their heritage area, so check their websites before planning, especially if your residence is in the old part of town.
NOTE: Heritage overlays may also be called conservation areas.
